Pro Tip: Don't have noise unlocked? Option 1 - hit peppino menu 100 times (more fun). Option 2 - Do "panic" command and leave first floor entrance..... Enjoy your Noisy Gremlin! PS: if you do Option 2... The Noise is going to kill you

The Switch Mode can be unlocked without debug. Pick a completed noise save and go outside the tower (final boss entrance with the gift box launcher), and you'll see smoke near the left of the entrance. Jump into the smoke, and you enter the secret room. Leave through the door, and you unlock swap mode.
