The biggest takeaway here is that Brian didn't ask why Quagmire didn't like him, he asked "how can you not like me?" Brian just seems to think everyone loves him and it's more weird that someone wouldn't, rather than think about why that may be.

The key difference is that Quagmire isn’t afraid to own up to being a bad person, whereas Brian tries to deny the fact that he’s not a good person by lying to himself.
