For the life of me, I do not understand why there aren't a LOT of public tornado shelters in Oklahoma, and why all schools don't have tornado "safe rooms".

If you think about it, a tornado is just a very confined hurricane with tightly packed isobar gradients, which is why your ears pop and the winds are even stronger than a hurricane.
