That's why luffy is so special, he has a pretty dumb fruit but he used such creativity and ingenuity to make it fit for a king. Edit: FYI this comment was made during the conclusion of Whole Cake Island. BEFORE THIS MF HAD THE MOST OP FRUIT IN THE VERSE

The reason Enel was so weak is that he never had any reason to be strong. He never left the sky islands, and had his priests and warriors do all the work for him. Enel had never faced any formidable threats, so he had never had a reason to be strong. He had never needed to discover new tactics or become stronger.

fun fact: the most voltage enel has ever produced is 200,000,000 volts, while an average lightning strike is 300,000,000. That just proves how little training he does.
