I had the same problem with my Atlas 541 remote turnout. I could throw it but not close it. While thinking about the problem my subconscious came up with an idea. Change the polarity.

The switch machine is melted from being pressed to long or a short circuit. You will need to replace it as the coils are fused. The Atlas switch machine only works on Alternate Current (AC as in the wall outlets). Your track is Direct Current (DC) and has nothing to do with the switch machine. When you say the switch, it refers to the track not the machine. Hope it helps in clarifying some things.

hi Linda...now that i have a better understanding of what is going on... i see a couple of bumps on the switch machine that shouldn't be there so i think you switch machine is burnt out... when using your multi meter & you are checking for voltage your meter must be on "DC or AC volts" if you touch the probes to the track you will get a voltage reading but might say negative... just reverse the probes... ohms is used to measure resistance not voltage..i agree with Chuck... use Caboose Industries ground throws... they are cheap about $3-4 each..so that is my suggestion... vinny

You would be better of going to ground throws or Tortoise switch machines. Atlas switch controllers are bad about "hanging up" inside and burning the coils on the switch machine up. You may want to get toggles switches that are momentary/center off so you won't burn up the coils again, just a thought Chuck RVRR
